{"id":10079,"date":"2019-11-20T12:03:03","date_gmt":"2019-11-20T12:03:03","guid":{"rendered":"https:\/\/www.taipawb.org\/?post_type=news&amp;p=10079"},"modified":"2019-11-20T12:03:03","modified_gmt":"2019-11-20T12:03:03","slug":"right-to-housing-to-feature-as-due-regard-duty-in-new-bill","status":"publish","type":"post","link":"https:\/\/www.taipawb.org\/cy\/news\/2019\/right-to-housing-to-feature-as-due-regard-duty-in-new-bill\/","title":{"rendered":"Right to housing to feature as &#8216;due regard&#8217; duty in new bill"},"content":{"rendered":"<p><strong>Tai Pawb, together with its partners CIH Cymru, Shelter Cymru and Dr Simon Hoffman (Swansea University) has welcomed a government commitment to partly introduce \u2018right to adequate housing\u2019 into Welsh law.<\/strong><\/p>\n<p>Yesterday (November 19), Minister for Housing and Local Government, Julie James, confirmed to Assembly Members that the right to adequate housing will feature as a \u2018due regard\u2019 duty as she launched the Local Government and Elections (Wales) Bill.<\/p>\n<p>Speaking in the Senedd, she said the duty will be written into the statutory guidance which will be given to local authorities if the bill becomes law.<\/p>\n<p>Though a \u2018due regard\u2019 duty doesn\u2019t include enforceable right to adequate housing for individuals, it will require local authorities to demonstrate that they have thought about the right to adequate housing as a central part of their policy and decision-making processes, a process which can be subject to court challenge. The aim of the \u2018due regard\u2019 duty is to drive positive change and focus more resource on housing.<\/p>\n<p>CIH Cymru, Tai Pawb, and Shelter Cymru, together with Dr Simon Hoffman of Swansea University, have been campaigning for full incorporation of the Right and earlier this year published a<span style=\"color: #0000ff;\"><strong> <a style=\"color: #0000ff;\" href=\"https:\/\/www.taipawb.org\/wp-content\/uploads\/2019\/06\/RightToHousing-Full-ENG.pdf\">feasibility study<\/a><\/strong><\/span>.<\/p>\n<p>In a joint statement, all four organisations welcomed the Minister\u2019s announcement:<\/p>\n<blockquote><p>\u201cWe\u2019ve had some very positive discussions with Welsh Government over the proposal to incorporate the right to adequate housing into Welsh law.<\/p>\n<p>\u201cIn light of our feasibility study and campaign, we welcome the Minister\u2019s statement which is progress in the right direction.<\/p>\n<p>\u201cWhile not as effective as full incorporation, adopting a \u2018due regard\u2019 approach has the potential to drive positive change and act as a catalyst for further resources \u2013 hopefully leading to better outcomes for people at risk of or experiencing homelessness.<\/p>\n<p>\u201cWe look forward to monitoring the progress of the bill and to participating in evidence stages.\u201d<\/p><\/blockquote>\n","protected":false},"excerpt":{"rendered":"<p>Tai Pawb, together with its partners CIH Cymru, Shelter Cymru and Dr Simon Hoffman (Swansea University) has welcomed a government commitment to partly introduce \u2018right to adequate housing\u2019 into Welsh law.
