Within\u00a0<\/span><\/span><span class=\"TextRun SCXW107462122 BCX0\" lang=\"EN-GB\" xml:lang=\"EN-GB\" data-contrast=\"auto\"><span class=\"NormalTextRun SpellingErrorV2 SCXW107462122 BCX0\">Barcud<\/span><\/span><span class=\"TextRun SCXW107462122 BCX0\" lang=\"EN-GB\" xml:lang=\"EN-GB\" data-contrast=\"auto\"><span class=\"NormalTextRun SCXW107462122 BCX0\">,<\/span><\/span><span class=\"TextRun SCXW107462122 BCX0\" lang=\"EN-GB\" xml:lang=\"EN-GB\" data-contrast=\"auto\"><span class=\"NormalTextRun SCXW107462122 BCX0\"> my current role is Executive Support for the Director of Finance and ICT.\u00a0<\/span><\/span><\/p>\n<h4>And the challenges?<\/h4>\n<p><span data-contrast=\"auto\">The challenges we are facing on gender equality do not only\u00a0<\/span><span data-contrast=\"auto\">a<\/span><span data-contrast=\"auto\">ffect the housing sector but Wales as a whole. Gender diversity on boards is still unbalanced in many sectors across Wales\u00a0<\/span><span data-contrast=\"auto\">and,\u00a0<\/span><span data-contrast=\"auto\">although this is increasing across certain sectors<\/span><span data-contrast=\"auto\">,<\/span><span data-contrast=\"auto\">\u00a0a lot of work still needs to be done to promote\u00a0<\/span><span data-contrast=\"auto\">w<\/span><span data-contrast=\"auto\">omen on boards across the sectors.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">There is a lack of gender diversity also within maintenance whether that be surveyors or plumbers and electricians. Programmes promoting and supporting women to enter maintenance roles would increase this\u00a0<\/span><span data-contrast=\"auto\">and also<\/span><span data-contrast=\"auto\">\u00a0to break down the ster<\/span><span style=\"font-size: 1.8rem;\" data-contrast=\"auto\">eotype that this is only a role for one gender. <\/span><span style=\"font-size: 1.8rem;\" data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">The number of women within\u00a0<\/span><span data-contrast=\"auto\">l<\/span><span data-contrast=\"auto\">eadership roles are increasing across the housing sector<\/span><span data-contrast=\"auto\">;<\/span><span data-contrast=\"auto\">\u00a0one thing we are doing well is promoting and providing schemes and training programmes such as Women\u00a0<\/span><span data-contrast=\"auto\">Into<\/span><span data-contrast=\"auto\">\u00a0Leadership\u00a0<\/span><span data-contrast=\"auto\">c<\/span><span data-contrast=\"auto\">ourses.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">The pandemic has adversely affected women either through loss of employment, caring responsibilities, domestic\u00a0<\/span><span data-contrast=\"auto\">abuse<\/span><span data-contrast=\"auto\">\u00a0and the resulting risk of homelessness. What the housing sector could do better is to ensure that early engagement is established with tenants especially instances with domestic abuse.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Gender\u00a0<\/span><span data-contrast=\"auto\">e<\/span><span data-contrast=\"auto\">quality has made\u00a0<\/span><span data-contrast=\"auto\">a<\/span><span data-contrast=\"auto\">\u00a0number of<\/span><span data-contrast=\"auto\">\u00a0advancements over the years to address some of the issues from training programmes, shadowing schemes and more, however there is a still a way to go to address inequality across all protected characteristics where women are represented.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p>&nbsp;<\/p>\n<h3>Gemma Watkins<\/h3>\n<h4>Tell us about yourself<\/h4>\n<p><span data-contrast=\"auto\">I started my career as a housing trainee with Cardiff Council<\/span><span data-contrast=\"auto\">,\u00a0<\/span><span data-contrast=\"auto\">studying part time to gain both<\/span><\/p>\n<p><img decoding=\"async\" class=\"alignright wp-image-12501\" src=\"https:\/\/www.taipawb.org\/wp-content\/uploads\/2021\/03\/Untitled-design-2.jpg\" alt=\"\" width=\"350\" height=\"350\" srcset=\"https:\/\/www.taipawb.org\/wp-content\/uploads\/2021\/03\/Untitled-design-2.jpg 540w, https:\/\/www.taipawb.org\/wp-content\/uploads\/2021\/03\/Untitled-design-2-300x300.jpg 300w, https:\/\/www.taipawb.org\/wp-content\/uploads\/2021\/03\/Untitled-design-2-150x150.jpg 150w\" sizes=\"(max-width: 350px) 100vw, 350px\" \/><\/p>\n<p><span data-contrast=\"auto\">\u00a0a HNC and then degree in\u00a0Housing Studies. I joined Taff Housing Association as a Housing Officer and progressed within the\u00a0<\/span><span data-contrast=\"auto\">o<\/span><span data-contrast=\"auto\">rganisation to Head of Housing &amp; Communities. I have always had a keen interest in tenant engagement and am passionate about putting residents at the heart of the services that we deliver, so much so that I based my MSc dissertation on the impact of tenant participation on shaping services.\u00a0 <\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">I took a secondment as Digital Project Manager and used my experience as a \u201cLean Practitioner\u201d and qualified Agile Coach to lead the Association<\/span><span data-contrast=\"auto\">\u2019<\/span><span data-contrast=\"auto\">s digital by default journey.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Following a career break to raise my young family I have recently returned to the housing sector as Director of Housing &amp; Communities at\u00a0<\/span><span data-contrast=\"auto\">Aelwyd<\/span><span data-contrast=\"auto\">\u00a0<\/span><span data-contrast=\"auto\">Housing<\/span><span data-contrast=\"auto\">\u00a0and I was recently appointed as a Board Member at Merthyr Valley Homes.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<h4>And the challenges?<\/h4>\n<p><span data-contrast=\"auto\">\u201cLet us be the Change that is needed\u201d.<\/span><span data-contrast=\"auto\">\u00a0<\/span><span data-contrast=\"auto\">Traditionally the Welsh\u00a0<\/span><span data-contrast=\"auto\">h<\/span><span data-contrast=\"auto\">ousing\u00a0<\/span><span data-contrast=\"auto\">s<\/span><span data-contrast=\"auto\">ector has fared far better than other industries on gender equality as we see<\/span><span data-contrast=\"auto\">,<\/span><span data-contrast=\"auto\">\u00a0year on year<\/span><span data-contrast=\"auto\">,<\/span><span data-contrast=\"auto\">\u00a0more and more women holding senior roles. This is to be celebrated and as a sector we have made huge strides to address issues around gender inequality. But before we congratulate ourselves on a job well done, we need to take a closer look and ask ourselves,\u00a0<\/span><span data-contrast=\"auto\">\u2018<\/span><span data-contrast=\"auto\">was their rise to the top as smooth as their male counterparts?<\/span><span data-contrast=\"auto\">\u2019<\/span><span data-contrast=\"auto\">\u00a0We need to ask ourselves what are the hidden sacrifices being made to achieve equality?\u00a0\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">The pandemic has challenged many assumptions around the working environment. It has shown us that being office based is not a necessity to delivering excellent services, it has shown us that women working from home juggling schoolwork, children, caring responsibilities, and a job, demonstrates monumental commitment. The pandemic has illustrated that women are leading organisations in uncertain times and in unchartered waters, with children on their laps, pets around their feet, with heroic focus on staff and resident wellbeing. These women are figures of stability, and calm and hope. Yet, there are still so few senior and executive appointments advertised on a part time or flexible working basis. We are still operating with the mindset that senior positions require one person on a <\/span><span data-contrast=\"auto\">full time<\/span><span data-contrast=\"auto\">\u00a0basis. The numbers of women employed by our maintenance contractors and within our trades teams remains a challenge, as is the lack of women of colour serving on\u00a0<\/span><span data-contrast=\"auto\">b<\/span><span data-contrast=\"auto\">oards, or<\/span><span data-contrast=\"auto\">\u00a0employed within senior roles across the sector. We need to question this, understand\u00a0<\/span><span data-contrast=\"auto\">it<\/span><span data-contrast=\"auto\">\u00a0and address it.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">We have an opportunity to inspire the next generation of future leaders, to raise aspirations and to ensure that the path behind us is smoother for those coming after us. Let us use the lessons learned during this pandemic to move forward, celebrating the diversity of thought within the\u00a0<\/span><span data-contrast=\"auto\">sector<\/span><span data-contrast=\"auto\">\u00a0and creating tangible<\/span><span data-contrast=\"auto\">,\u00a0<\/span><span data-contrast=\"auto\">progressive actions. Let us be the change that is needed. The housing sector is fantastic at awareness-raising, and we need to\u00a0<\/span><span data-contrast=\"auto\">be just as good at\u00a0<\/span><span data-contrast=\"auto\">taking action<\/span><span data-contrast=\"auto\">\u00a0throughout every day of the year to make sure our policies and decisions include and improve the situation of cis and trans women.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">In the past twelve months\u00a0<\/span><span data-contrast=\"auto\">we\u2019ve<\/span><span data-contrast=\"auto\">\u00a0seen how the pandemic has disproportionately impacted negatively on women. As primary\u00a0<\/span><span data-contrast=\"auto\">care-givers<\/span><span data-contrast=\"auto\">, as low-paid workers, as NHS and care home staff, as retail workers, and others<\/span><span data-contrast=\"auto\">:<\/span><span data-contrast=\"auto\">\u00a0it\u2019s predominantly women who have born<\/span><span data-contrast=\"auto\">e<\/span><span data-contrast=\"auto\">\u00a0the brunt of the consequences of Covid. Lockdown exacerbated the existing\u202fpandemic of domestic abuse, disproportionately placing women at the receiving end. We all responded well to the immediate challenges before us. Longer term, the housing sector can continue to do much to rise to the challenge of gender equality as landlords and employers by considering all our plans and ambitions through an equality lens, knowing the facts about gender inequality, and working to create inclusive, gender-informed, intersectional organisations. When I think about th<\/span><span data-contrast=\"none\">at<\/span><span data-contrast=\"none\">, there are three words that usually come to mind &#8211;\u00a0<\/span><b><i><span data-contrast=\"none\">\u2018power, privilege and disadvantage\u2019.\u00a0<\/span><\/i><\/b><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">I feel that there remains a huge power imbalance between landlords and tenants\/residents etc.<\/span><span data-contrast=\"none\">\u00a0<\/span><span data-contrast=\"none\">This<\/span><span data-contrast=\"none\">\u00a0imbalance is heightened even further when you think about intersectionality, and this is where privilege and disadvantage come in to play. I often wonder how voices like my own mother can be captured and valued \u2013 the voices of w<\/span><span data-contrast=\"none\">o<\/span><span data-contrast=\"none\">m<\/span><span data-contrast=\"none\">x<\/span><span data-contrast=\"none\">n who do not speak English, who are financially poor and have spent a large part of their lives in a Wales that has often pictured them as being a burden to society and not what they\u00a0<\/span><span data-contrast=\"none\">actually are<\/span><span data-contrast=\"none\">\u00a0\u2013 an asset and being of value. How do we as housing providers enable their voices, their views, and their lived experiences to shape how we deliver services<\/span><span data-contrast=\"none\">? M<\/span><span data-contrast=\"none\">ore importantly \u2013 how do we get this right?\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">The theme for this year\u2019s International Women\u2019s Day is\u00a0<\/span><b><i><span data-contrast=\"none\">\u2018choose to challenge\u2019<\/span><\/i><\/b><span data-contrast=\"none\">\u00a0and for me, one of the biggest challenges I see facing our sector is participation of seldom heard voices. This observation is far from\u00a0<\/span><span data-contrast=\"none\">ground-breaking<\/span><span data-contrast=\"none\">\u00a0but we are still so far from the \u2018ideal\u2019 that it simply has to be talked about. For me, it is a personal journey that involves hard reflection on my actions to deliver on this as I know that there are many milestones that I need to hit before \u2018getting it right\u2019.\u00a0<\/span><span data-contrast=\"none\">I<\/span><span data-contrast=\"none\">t is about asking myself<\/span><span data-contrast=\"none\">\u00a0<\/span><span data-contrast=\"none\">how I can capture the views of w<\/span><span data-contrast=\"none\">o<\/span><span data-contrast=\"none\">m<\/span><span data-contrast=\"none\">x<\/span><span data-contrast=\"none\">n who have and continue to quietly live their lives by (simpl<\/span><span data-contrast=\"none\">y<\/span><span data-contrast=\"none\">\u00a0existing and\/or) caring, providing, and sustaining households and using their input to create a more equal Wales. I welcome the culture change around engagement in the sector and its progression from simple \u2018tick box\u2019 exercises to one of true co-production (where possible). There has also been a great increase in the number of women in middle management. Wales is leading the way in bridging the gap.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">However,\u00a0<\/span><span data-contrast=\"auto\">what\u00a0<\/span><span data-contrast=\"auto\">has not worked so well is that they do not currently represent the communities that they serve either at board or staff level. Part time workers do not have\u00a0<\/span><span data-contrast=\"auto\">the\u00a0<\/span><span data-contrast=\"auto\">same career progression as full-time workers. We also need to encourage more males into support roles. Tenants MUST\u00a0<\/span><\/span><span class=\"TextRun SCXW210753906 BCX0\" lang=\"EN-GB\" xml:lang=\"EN-GB\" data-contrast=\"auto\"><span class=\"NormalTextRun SCXW210753906 BCX0\">be seen as<\/span><\/span><span class=\"TextRun SCXW210753906 BCX0\" lang=\"EN-GB\" xml:lang=\"EN-GB\" data-contrast=\"auto\"><span class=\"NormalTextRun SCXW210753906 BCX0\">\u00a0part of the organisation and part of decision making regarding their homes and community and am proud to say that I shout this to all and sundry.<\/span><\/span><span class=\"LineBreakBlob BlobObject DragDrop SCXW210753906 BCX0\"><span class=\"SCXW210753906 BCX0\">\u00a0<\/span><br class=\"SCXW210753906 BCX0\" \/><\/span><\/p>\n<h4>And the challenges?<\/h4>\n<p><span class=\"TextRun SCXW141977418 BCX0\" lang=\"EN-GB\" xml:lang=\"EN-GB\" data-contrast=\"auto\"><span class=\"NormalTextRun SCXW141977418 BCX0\">I\u2019ve never really chosen to challenge &#8211; it\u2019s in my DNA, passed on to me by a strong mother who made it clear that I could achieve anything if\u00a0<\/span><\/span><span class=\"TextRun SCXW141977418 BCX0\" lang=\"EN-GB\" xml:lang=\"EN-GB\" data-contrast=\"auto\"><span class=\"NormalTextRun SCXW141977418 BCX0\">I\u00a0<\/span><\/span><span class=\"TextRun SCXW141977418 BCX0\" lang=\"EN-GB\" xml:lang=\"EN-GB\" data-contrast=\"auto\"><span class=\"NormalTextRun SCXW141977418 BCX0\">wanted it.<\/span><\/span><span class=\"TextRun SCXW141977418 BCX0\" lang=\"EN-GB\" xml:lang=\"EN-GB\" data-contrast=\"auto\"><span class=\"NormalTextRun SCXW141977418 BCX0\">\u00a0<\/span><\/span><span class=\"TextRun SCXW141977418 BCX0\" lang=\"EN-GB\" xml:lang=\"EN-GB\" data-contrast=\"auto\"><span class=\"NormalTextRun SCXW141977418 BCX0\">I want all mothers and fathers to give their daughters that same\u00a0<\/span><\/span><span class=\"TextRun SCXW141977418 BCX0\" lang=\"EN-GB\" xml:lang=\"EN-GB\" data-contrast=\"auto\"><span class=\"NormalTextRun SCXW141977418 BCX0\">encouragement<\/span><\/span><span class=\"TextRun SCXW141977418 BCX0\" lang=\"EN-GB\" xml:lang=\"EN-GB\" data-contrast=\"auto\"><span class=\"NormalTextRun SCXW141977418 BCX0\">\u00a0so girls have faith in themselves to\u00a0<\/span><\/span><span class=\"TextRun SCXW141977418 BCX0\" lang=\"EN-GB\" xml:lang=\"EN-GB\" data-contrast=\"auto\"><span class=\"NormalTextRun SCXW141977418 BCX0\">achieve their dreams and not just in careers that are seen as female<\/span><\/span><span class=\"TextRun SCXW141977418 BCX0\" lang=\"EN-GB\" xml:lang=\"EN-GB\" data-contrast=\"auto\"><span class=\"NormalTextRun SCXW141977418 BCX0\">&#8211;<\/span><\/span><span class=\"TextRun SCXW141977418 BCX0\" lang=\"EN-GB\" xml:lang=\"EN-GB\" data-contrast=\"auto\"><span class=\"NormalTextRun SCXW141977418 BCX0\">oriented. Be a plumber, an engineer, a bricklayer, an astronaut.
