David Rowlands, Policy Manager, reflects on the potential changes. <\/span><\/i><\/b><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">While homelessness can happen to anyone, we all know it affects some communities and groups of people more than others. An evaluation by Crisis of its <\/span><em><strong><a href=\"https:\/\/www.crisis.org.uk\/media\/20620\/crisis_skylight_evaluation-report_final_2017.pdf\" target=\"_blank\" rel=\"noopener\">Sky Light project<\/a><\/strong><\/em><span data-contrast=\"auto\"> showed 39% of people they supported were disabled while research undertaken by <\/span><strong><em><a href=\"https:\/\/www.refugeecouncil.org.uk\/wp-content\/uploads\/2019\/03\/Refugees_without_refuge_September_2017.pdf\" target=\"_blank\" rel=\"noopener\">The Refugee Council<\/a><\/em><\/strong><span data-contrast=\"auto\"> found that, of 54 refugees interviewed, none had found somewhere to live by the time they had left Home Office accommodation. Meanwhile, as many as <\/span><strong><em><a href=\"https:\/\/www.akt.org.uk\/campaigns-policy-research\" target=\"_blank\" rel=\"noopener\">1 in 4 young people<\/a><\/em><\/strong><span data-contrast=\"auto\"> who are homeless identify as LGBTQ+. If we are to end homelessness, these stats present a challenge for the Welsh Government. It is essential that policy and legislation meets the needs of all of Wales\u2019 diverse communities; a central finding of <\/span><strong><em><a href=\"https:\/\/www.taipawb.org\/wp-content\/uploads\/2023\/04\/Experiences-of-homelessness-Final-Version-PDF.pdf?utm_source=Members&#038;utm_campaign=f1af397d3e-EMAIL_CAMPAIGN_2019_06_12_11_00_COPY_01&#038;utm_medium=email&#038;utm_term=0_c51b571191-f1af397d3e-552763473\">research Tai Pawb<\/a><\/em><\/strong><span data-contrast=\"auto\"> undertook to inform this White Paper.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">So, what is the White Paper proposing? Undoubtedly, legislative power retained in certain policy areas at Westminster is a factor. But to borrow the Covid phrase of \u201cEverybody in,\u201d if we are to end homelessness &#8211; tricky as it &#8211; we can\u2019t ignore these challenges.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Moving to implementation, colleagues in local government and housing associations may have concerns given they are already stretched and face a challenging environment. How will they be able to deliver these changes given they are likely to cost? Especially at a time when the Welsh Government has a sizeable black hole in its budget. Additional funding for these changes is integral &#8211; they won\u2019t take place on their own. And doing this will be reliant on the current (and any future) Housing Minister securing sufficient funding in budget rounds to enable these long-term changes.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">The question is: how can this be best achieved? Should ending homelessness be reliant on discretionary budget negotiations between Ministers or annual campaigns? Or is there an alternative? Tai Pawb, and our Back the Bill partners, passionately believe the answer lies in incorporating the right to adequate housing in Wales. Doing so will commit the Welsh Government to using the maximum available resources (including finance, staff, land, technology) to ending homelessness, providing a level of budget security for housing policy commitments. It also ensures checks and balances through greater accountability, enabling Members of the Senedd to scrutinise regular progress reports.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">The positive changes proposed in the White Paper will play a role in addressing homelessness and we are really pleased to have supported this work, through both our research and the participation of our board member, Nazia Azad, in <\/span><a href=\"https:\/\/www.crisis.org.uk\/ending-homelessness\/wales-expert-review-panel\/\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">the <em><strong>Expert Review Panel<\/strong><\/em><\/span><\/a><em><strong>.\u00a0<\/strong><\/em><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">We recognise the positives and commend the changes proposed by the Welsh Government.
