so keep your eyes peeled.<\/span><\/p>\n<p>&nbsp;<\/p>\n<div class=\"wp-block-image\"><img fetchpriority=\"high\" decoding=\"async\" class=\"wpa-warning wpa-image-missing-alt alignleft wp-image-19140 size-medium\" src=\"https:\/\/www.taipawb.org\/wp-content\/uploads\/2023\/12\/anna-lindlay-450x600.jpg\" alt=\"Photo of Dr Anna Lindlay\" width=\"450\" height=\"600\" data-warning=\"Missing alt text\" \/><\/div>\n<p><b><span data-contrast=\"auto\">People seeking sanctuary in Wales contend with major housing challenges when they have to leave statutory asylum accommodation, with many experiencing homelessness at some point. <\/span><\/b><span data-contrast=\"auto\">With rising numbers of asylum-seekers, and increasingly short time frames for Home Office accommodation evictions, there is <\/span><span style=\"text-decoration: underline;\"><a href=\"https:\/\/www.redcross.org.uk\/about-us\/news-and-media\/media-centre\/press-releases\/refugees-could-become-homeless\" target=\"_blank\" rel=\"noopener\">increasing pressure<\/a><\/span><span data-contrast=\"auto\"> on local authorities and the voluntary sector to meet housing needs of sanctuary-seekers in Wales to keep people off the streets. <\/span><span style=\"text-decoration: underline;\"><a href=\"https:\/\/www.taipawb.org\/\">Tai Pawb<\/a><\/span><span data-contrast=\"auto\"><span style=\"text-decoration: underline;\">\u2019s<\/span> recent work for the Comic-Relief-funded <\/span><a href=\"https:\/\/www.taipawb.org\/news-story\/building-a-nation-of-sanctuary-a-joined-up-approach\/\"><span data-contrast=\"none\"><span style=\"text-decoration: underline;\">Building a Nation of Sanctuary Consortium<\/span><\/span><\/a><span data-contrast=\"auto\"> has yielded insights into these challenges and ways of addressing these accommodation gaps.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559738&quot;:240,&quot;335559739&quot;:0,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<p><b><span data-contrast=\"auto\">People who have obtained refugee status <\/span><\/b><b><span data-contrast=\"auto\">struggle<\/span><\/b><b><span data-contrast=\"auto\"> to find a place to live in the context of a wider housing crisis. <\/span><\/b><span data-contrast=\"auto\">The <\/span><span style=\"text-decoration: underline;\"><a href=\"https:\/\/freemovement.org.uk\/home-office-change-in-practice-increases-risk-of-homelessness-for-recognised-refugees\/\" target=\"_blank\" rel=\"noopener\">increasingly abrupt<\/a><\/span><span data-contrast=\"auto\"> cessation of asylum support, often before people have been able to find work\/set up Universal Credit, and when they still lack required deposits and guarantor contacts, means that many refugees have to seek help from Local Authorities with <\/span><a href=\"https:\/\/www.gov.wales\/homelessness-accommodation-provision-and-rough-sleeping-august-2023\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\"><span style=\"text-decoration: underline;\">long waiting<\/span> lists<\/span><\/a><span data-contrast=\"auto\"> even for temporary accommodation and emergency homeless support. In recognition of these challenges, the government has contracted the <\/span><span style=\"text-decoration: underline;\"><a href=\"https:\/\/wrc.wales\/move-on-service\/\" target=\"_blank\" rel=\"noopener\">Welsh Refugee Council<\/a><\/span><span data-contrast=\"auto\"> to provide housing advice to refugees in the \u2018move-on\u2019 period.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559738&quot;:240,&quot;335559739&quot;:0,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<p><b><span data-contrast=\"auto\">Meanwhile, refused asylum-seekers have even more limited options. <\/span><\/b><span data-contrast=\"auto\">Their legal status may not necessarily be definitive: many people struggle to get adequate <\/span><span style=\"text-decoration: underline;\"><a href=\"https:\/\/doi.org\/10.1093\/jhuman\/huab045\" target=\"_blank\" rel=\"noopener\">legal support<\/a><\/span><span data-contrast=\"auto\"> with their asylum case, and there are sometimes further legal avenues that can be explored. Although the Everyone-In policy temporarily mitigated against street homelessness among this group, during the pandemic, this has ended, leaving little recourse other than to personal contacts, meaning that generally their housing situations are <\/span><span style=\"text-decoration: underline;\"><a href=\"https:\/\/naccom.org.uk\/wp-content\/uploads\/2022\/12\/NACCOM-Briefing-Annual-Survey-Data-UK-Version-.pdf\" target=\"_blank\" rel=\"noopener\">highly precarious<\/a>.\u00a0\u00a0<\/span><\/p>\n<p><b><span data-contrast=\"auto\">This creates significant distress<\/span><\/b><span data-contrast=\"auto\">, coming on top of the rigors of the asylum process, and prior distress and trauma in countries of origin, taking a severe toll on people\u2019s well-being. For refugees, lack of established accommodation undermines their ability to start the new phase of life in the UK in a positive way \u2013 making it hard to establish and maintain connections, get a job and settle school children. For refused asylum-seekers, homelessness leaves them vulnerable to exploitative informal housing and work arrangements.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559738&quot;:240,&quot;335559739&quot;:0,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<p><b><span data-contrast=\"auto\">It is in this context that <\/span><\/b><b><span data-contrast=\"auto\">Tai Pawb has been working alongside partners, to expand the availability of housing for sanctuary-seekers and build the capacity of refugee organisations to provide housing advice and support. <\/span><\/b><span data-contrast=\"auto\">A recent evaluation (coming soon) of Tai Pawb\u2019s capacity-building work found that there have been major improvements in partner operational processes including casework data collection, internal triage and external signposting\/referral. As one staff member put it, <\/span><i><span data-contrast=\"auto\">\u2018<\/span><\/i><span style=\"text-decoration: underline;\"><a href=\"https:\/\/www.oasiscardiff.org\/\" target=\"_blank\" rel=\"noopener\"><i>Oasis<\/i><\/a><\/span><i><span data-contrast=\"auto\"> [the main refugee organisation partner] is transformed really in the way that it delivers frontline work\u2019. <\/span><\/i><span data-contrast=\"auto\">However, the organisations are still considerably limited in the ways that they can respond to urgent housing needs and monitor concrete housing outcomes of people they support. Trying to implement Tai Pawb\u2019s Ready-for-Housing Framework (coming soon) revealed how over-stretched refugee organisations are and the importance of adequate funding for supported housing initiatives. Given the volatile policy context, and recognising distinct organisational capacities and strengths, it is recommended that Tai Pawb prioritise work with Housing Associations and other providers to secure additional bridging accommodation spaces. <\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559738&quot;:240,&quot;335559739&quot;:0,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<p><b><span data-contrast=\"auto\">The current policy environment looks set to increase homelessness among sanctuary-seekers in Wales going forwards<\/span><\/b><span data-contrast=\"auto\">. Welsh <\/span><span style=\"text-decoration: underline;\"><a href=\"https:\/\/www.gov.wales\/homelessness-accommodation-provision-and-rough-sleeping-august-2023\" target=\"_blank\" rel=\"noopener\">Local Authorities<\/a><\/span><span data-contrast=\"auto\"> are already struggling to supply housing to those eligible for it. For example, in August 2023 there were <\/span><span data-contrast=\"none\">11,185 <\/span><span data-contrast=\"auto\">people in temporary accommodation, and only <\/span><span data-contrast=\"none\">648<\/span><span data-contrast=\"auto\"> people moved into suitable long-term accommodation. <\/span><span data-contrast=\"auto\">The UK government\u2019s <\/span><span style=\"text-decoration: underline;\"><a href=\"https:\/\/www.wsmp.wales\/asylum-dispersal\" target=\"_blank\" rel=\"noopener\">Full Dispersal Plan<\/a><\/span> <span data-contrast=\"auto\">is set to increase the numbers of asylum-seekers housed in Wales (responding to uneven participation of councils areas in provision of dispersal accommodation \u2013 currently <\/span><span style=\"text-decoration: underline;\"><a href=\"https:\/\/www.gov.uk\/government\/statistical-data-sets\/asylum-and-resettlement-datasets\" target=\"_blank\" rel=\"noopener\">asylum-seekers<\/a><\/span><span data-contrast=\"auto\"> in Wales are concentrated in Cardiff, Swansea, Newport and Wrexham). Finally, <\/span><span data-contrast=\"auto\">the Illegal Migration Act is set to designate asylum claims from people arriving irregularly as inadmissible, likely creating a <\/span><span style=\"text-decoration: underline;\"><a href=\"https:\/\/www.ippr.org\/files\/2023-08\/asylum-in-tray-aug23.pdf\" target=\"_blank\" rel=\"noopener\">\u2018perma-backlog\u2019<\/a><\/span><span data-contrast=\"auto\"> of people who are undocumented and homeless. Although important policy areas are reserved for Central Government, <\/span><span data-contrast=\"auto\">t<\/span><span data-contrast=\"auto\">he Welsh Government has adopted a <\/span><span style=\"text-decoration: underline;\"><a href=\"https:\/\/www.gov.wales\/refugee-and-asylum-seeker-plan-nation-sanctuary\" target=\"_blank\" rel=\"noopener\">Nation of Sanctuary Plan<\/a><\/span><span data-contrast=\"auto\"><span style=\"text-decoration: underline;\">,<\/span> pledging to support refugees in the transition to sustainable accommodation as well as working to prevent people with No Recourse to Public Funds becoming victims of trafficking or slavery.
