Diffinir bod gan berson anabledd os oes ganddo nam corfforol neu feddyliol, sy’n cael effaith anwydol a hir dymor ar ei allu i wneud gweithgareddau bob dydd. Mae hyn yn cynnwys anableddau corfforol, anableddau synhwyraidd, problemau iechyd meddwl, anableddau a phroblemau dysgu, a rhai cyflyrau iechyd er enghraifft HIV a chanser. Dylai sefydliadau ymgeisio i waredu’r rhwystrau y gallai pobl anabl eu gwynebu wrth gael mynediad at eu gwasanaethau ac o ran cael cyfleoedd cyfartal, gan blannu model cymdeithasol yn hytrach na model meddygol o anabledd yn eu gwaith.
